The European Accessibility Act and Shopify Stores

The European Accessibility Act (EAA) has applied to e-commerce services in the EU since June 28, 2025. For Shopify merchants selling to EU consumers, it turned storefront accessibility from a best practice into a market requirement, with enforcement handled country by country.

This article summarizes what the directive says, then gives a checklist for the part of the work product teams can start on immediately: catalog content. It is educational, not legal advice. Confirm your obligations with qualified counsel.

The EAA in brief

  • What it is: Directive (EU) 2019/882, which sets common accessibility requirements for certain products and services sold in the EU.
  • When it applied: EU countries had to apply their national rules from June 28, 2025.
  • E-commerce is in scope: the directive lists e-commerce services provided to consumers among the covered services.
  • Microenterprise exemption: microenterprises that provide services are exempt. The directive defines a microenterprise as having fewer than 10 employees and either annual turnover or an annual balance sheet total of no more than €2 million.
  • Accessibility information: covered service providers must explain how their service meets the requirements, for example in their terms or an accessibility statement.
  • Enforcement and penalties: each EU country designates its own authorities and sets its own penalties, so details vary by market.

The directive describes outcomes rather than a testing method. In practice, teams usually test web content against EN 301 549, the European accessibility standard for ICT, which incorporates WCAG 2.1 Level AA. Lumi's Shopify WCAG guide explains those success criteria in storefront terms.

Does the EAA apply to my Shopify store?

It depends on whether you provide e-commerce services to consumers in the EU, your company size, and the rules of each country you sell into. Businesses based outside the EU can still be affected when they sell to EU consumers. Small stores may fall under the microenterprise exemption. These are legal questions: use this article to prepare, not to decide.

What this catalog checklist covers

A Shopify storefront is more than its product catalog. Theme navigation, forms, checkout, third-party apps, videos, and documents also need appropriate review. This guide stays deliberately narrow: it helps the people who manage product data find and improve content gaps they can address inside a catalog workflow.

Start with a representative sample from each product type before making bulk changes. A sample makes it easier to agree on writing rules, identify exceptions, and estimate the amount of human review the full catalog will need.

Catalog content to review

  1. Product image alt text: Find missing, duplicated, vague, or keyword-stuffed descriptions.
  2. Product descriptions: Replace thin copy with useful product details.
  3. SEO metadata: Make titles and meta descriptions specific to each page.
  4. Variant content: Confirm that color, size, material, and compatibility details are clear.
  5. Records: Keep notes on approved catalog updates.

A repeatable catalog review workflow

  1. Inventory the gaps: Count missing alt attributes, empty product descriptions, duplicated metadata, and images that contain important text.
  2. Classify the images: Separate informative product images from decorative images. W3C guidance recommends a useful text alternative for informative images and an empty alt value for images that are purely decorative.
  3. Define a writing standard: Decide which visible details matter for each product category, such as material, color, shape, orientation, or variant.
  4. Draft and review a batch: Check accuracy, repetition, unsupported claims, and whether the text makes sense without seeing the image.
  5. Publish and record: Keep the previous value, approved value, reviewer, and publication date so later catalog changes can be audited.

For image-specific decisions, use the W3C WAI Images Tutorial. For a broader storefront review, use Lumi's Shopify accessibility guide.

What product teams should avoid

  • Assuming an overlay fixes product content gaps.
  • Publishing AI-generated alt text without review.
  • Using legal claims in product copy that your team cannot support.
  • Treating accessibility as a one-time project instead of ongoing catalog maintenance.

How Lumi supports EAA-related catalog work

Lumi supports catalog gap reports for missing alt text, AI-assisted product content drafts, merchant review, generation history, and a dedicated record of completed alt-text fixes. It does not provide legal advice or replace manual review or a full accessibility audit.

Teams that want a quick starting point can also run the single-page alt-text check before reviewing a larger catalog. Treat automated findings as a queue for human decisions, not as proof that a storefront satisfies every accessibility requirement.

EAA and Shopify catalog questions

When did the European Accessibility Act take effect?

EU countries had to apply their EAA rules from June 28, 2025. Some existing service contracts and products had transition periods, so check the national rules for each market.

Does the EAA apply to every Shopify store?

No. Microenterprises providing services are exempt, and applicability depends on whether you sell to EU consumers and on each country's rules. Review your obligations with qualified counsel.

Does a Shopify theme or overlay make a store EAA compliant?

No single tool does. Themes, apps, checkout, and your own content all affect the result, and overlays don't fix the source content. See why overlays don't replace source fixes.

Can catalog cleanup alone satisfy accessibility requirements?

No. Product content cleanup can support accessibility workflows, but full storefront accessibility also involves theme code, navigation, forms, checkout, apps, and testing.
